Transfer the dried rice to a mixer jar and grind to a coarse powder.
Let the carrots cool. Set aside a couple of pieces and grind the rest into a smooth paste.
Once the milk boils, add the ground rice and stir continuously.
Grate the reserved boiled carrot pieces directly into the saucepan and stir.
Add roasted cashew nuts and roasted raisins. Mix gently.
Carrot phirni is ready. Serve hot or chilled as you like.
